The Nigerian Federal Government (FG) recently announced the planned transition of tertiary institutions from the Integrated Personnel and Payroll Information System (IPPIS) to the Government Integrated Financial Management Information System (GIFMIS). This move, authorized by the Federal Executive Council, aims to grant tertiary institutions more autonomy over payroll processing and to resolve longstanding issues, such as salary delays and incorrect deductions that staff unions have frequently criticized.
According to guidelines from the Office of the Accountant-General of the Federation, October payrolls will still be processed on IPPIS, while the shift to institution-led payroll management, verified by the Accountant-General's IPPIS department and paid via GIFMIS, will start in November. For a smooth transition, institutions must complete specific enrollment and validation processes by October 21, including submitting bank account details for staff on the new platform.
This change has been welcomed by academic unions, such as the Academic Staff Union of Universities (ASUU), who view the transition as a step towards institutional independence. The shift to GIFMIS is intended to improve financial management by integrating public institutions into a single system, promoting transparency and efficiency.
